What is Canada's Worst Tax

Here's a snippet from my book (CFE Tax):

In my opinion, the biggest problem with our tax system is complexity. Unfortunately, our governments don’t seem to agree, and every year they make changes to our tax system that add complexity. Hopefully one day more competent governments will simplify our tax system...

Our tax system is so complex that even people who work full-time in tax, including myself and Canada Revenue Agency (CRA) employees, have trouble understanding it. Where does this leave the average person?

Given the fact that each year the federal government further complicates our tax system, we should consider removing political responsibility over tax law. Perhaps a non-political body, like the Bank of Canada, can take over responsibility for our tax system. We trust the Bank of Canada to set interest rates, because we feel that interest rates are too important to be set by politicians. Can we not say the same thing about taxation?
